A result of 3 months of research at the GTF Technologies for Governments Lab
The GTF Tampere Lab’s Season 1 was focused on formulating actionable advice to governments on AI, coupled with a whole series of important considerations about what Artificial Intelligence means for the public sector.
Introduces a revolutionary concept of “Four E-Pillars” as a basis for any government’s AI policy
The Handbook explores the usual weaknesses of most governments’ approach to AI, the first being its localization at the digital ministries and departments. To really build future-proof processes and services, the Handbook recommends following the Four E-Pillars: Enable, Embrace, Encourage, Empower.
Contains three important policy recommendations and four pilot projects for any government level — from municipality to supranational
Building on the Four E-Pillars, the Handbook suggests three extremely important policy ideas, including the creation of a dedicated AI body on the national level, and an AI referent at each level of governance starting from a city hall. The Handbook also suggests four pilot projects with a focus on municipalities, best suited to work with innovation in services.
Expert interviews
The Handbook presents interviews with the GTF experts, including acting ministers and internationally recognized gurus of government service innovation.
